Nathan is a Hungarian citizen (has HU passport + ID card), but was born in Canada. Children born abroad do not receive TAJ automatically — an application must be filed.
| Requirement | Status |
|---|---|
| Hungarian citizenship | Yes — has HU passport + szemelyi igazolvany |
| Registered HU address (lakcimkartya) | Check — may already have one from passport issuance. If not, must register first. |
| Under 18 | Yes — children under 18 get full free coverage, no contributions required |
| Parent TAJ needed? | No — Adam's own TAJ status does not affect Nathan's application |
A registered Hungarian address is a prerequisite for TAJ. Nathan would be registered at the grandparents' address in Gyongyos.
Gyongyosi Jarasi Hivatal (Gyongyos District Office) — specifically the Kormanyablak (government window / one-stop shop).
Adam must do this as the Hungarian citizen parent and legal representative (torvenyes kepviselo). Andrea cannot do this alone as a non-HU citizen.
| Document | Hungarian Name | Notes |
|---|---|---|
| Address registration form | Lakcimbejelento lap | Available at the office or downloadable |
| Nathan's ID | Szemelyi igazolvany | Already has this |
| Nathan's HU birth certificate | Szuletesi anyakonyvi kivonat | Hungarian version (from anyakonyvezés — should exist since he has HU passport) |
| Adam's HU ID | Szemelyi igazolvany or utlevel | Proves legal representative status |
| Property owner's consent | Szallasadoi hozzajarulas | Grandparents sign the form as "tulajdonos" (owner). They don't need to be present if signature is on the form, but some offices may ask. |
Once Nathan has a lakcimkartya, apply for TAJ at the same office. Steps 1 and 2 may be doable in the same visit.
Heves Varmegyei Kormanyhivatal, Gyongyosi Jarasi Hivatal — specifically the Egeszsegbiztositasi Osztaly (Health Insurance Department) or any Kormanyablak.
(The old "OEP" name is defunct. Replaced by NEAK — Nemzeti Egeszsegbiztositasi Alapkezelo. Local applications go through the Kormanyhivatal, not NEAK directly.)
Get the application form
"Igénylolap a Tarsadalombiztositasi Azonosito Jelet igazolo Hatosagi Igazolvany kiadasahoz" — download from neak.gov.hu/nyomtatvanytár (filter by "TAJ / TAJ kartya").
Fill out the form
Adam fills it out as torvenyes kepviselo (legal representative) for Nathan.
Prepare a declaration about foreign insurance
Hungary prohibits dual health insurance coverage (kettos biztositas tilalma). You need a statement/declaration that Nathan is not covered by foreign health insurance during the Hungary stay. A NEAK form exists: "Bejelento lap a kulfoldon biztositassal rendelkezo szemelyek szamara."

Once Nathan has active TAJ, you can apply for an EHIC card from NEAK. This provides emergency/medically necessary healthcare coverage across all 27 EU countries + Iceland, Liechtenstein, Norway, Switzerland, and the UK. Useful if traveling elsewhere in Europe during the stay.
If TAJ is too complex or the OHIP/double-insurance issue is a blocker, private travel insurance works for a 2–4 month stay.
