Key point: Hungarian citizen children under 18 with a registered address are entitled to full, free healthcare. The state covers the health service contribution (egeszsegugyi szolgaltatasi jarulék) from the central budget. No monthly payments required.
First check: Does Nathan already have a lakcimkartya? One may have been issued when his HU passport and szemelyi igazolvany were obtained. If yes, skip straight to the TAJ application.
🏡 Step 1: Address Registration (Lakcimkartya)

A registered Hungarian address is a prerequisite for TAJ. Nathan would be registered at the grandparents' address in Gyongyos.

Gyongyosi Jarasi Hivatal (Gyongyos District Office) — specifically the Kormanyablak (government window / one-stop shop).

Who

Adam must do this as the Hungarian citizen parent and legal representative (torvenyes kepviselo). Andrea cannot do this alone as a non-HU citizen.

🩺 Step 2: TAJ Application

Once Nathan has a lakcimkartya, apply for TAJ at the same office. Steps 1 and 2 may be doable in the same visit.

Where

Heves Varmegyei Kormanyhivatal, Gyongyosi Jarasi Hivatal — specifically the Egeszsegbiztositasi Osztaly (Health Insurance Department) or any Kormanyablak.

(The old "OEP" name is defunct. Replaced by NEAK — Nemzeti Egeszsegbiztositasi Alapkezelo. Local applications go through the Kormanyhivatal, not NEAK directly.)

Get the application form

Fill out the form

Adam fills it out as torvenyes kepviselo (legal representative) for Nathan.

Prepare a declaration about foreign insurance

Hungary prohibits dual health insurance coverage (kettos biztositas tilalma). You need a statement/declaration that Nathan is not covered by foreign health insurance during the Hungary stay. A NEAK form exists: "Bejelento lap a kulfoldon biztositassal rendelkezo szemelyek szamara."

Registering with a Pediatrician

  • Find available pediatricians (hazi gyermekorvos) through the Gyongyos city government website or ask at the Kormanyhivatal
  • Visit the doctor's office (rendelo) with Nathan's TAJ card, szemelyi igazolvany, and lakcimkartya
  • The doctor registers Nathan as a patient — takes minutes
  • Children under 14 see a hazi gyermekorvos (pediatrician), not the adult haziorvos (GP)

EHIC Card (Europai Egeszsegbiztositasi Kartya)

Once Nathan has active TAJ, you can apply for an EHIC card from NEAK. This provides emergency/medically necessary healthcare coverage across all 27 EU countries + Iceland, Liechtenstein, Norway, Switzerland, and the UK. Useful if traveling elsewhere in Europe during the stay.

⚠️ Complications & Grey Areas
The OHIP / double-insurance question: This is the biggest procedural complication. Hungary's "prohibition of double insurance" (kettos biztositas tilalma) requires a declaration that Nathan is not insured abroad. If Nathan has active OHIP coverage, you need to either:

• Provide a declaration that Nathan won't be covered by OHIP during the stay, or
• Technically suspend OHIP (risky — Ontario has a 3-month waiting period to reinstate)

In practice, many dual-citizen families maintain both. Consult with the Kormanyhivatal about how they handle this for children of HU citizens temporarily staying in Hungary.

Adam's Own TAJ Status

  • If Adam has been living abroad without reporting to NEAK, his TAJ may be flagged or temporarily invalidated ("blue light" in the system)
  • To reactivate: report return at Kormanyhivatal + establish insurance relationship (through employment, self-employment, or paying the egeszsegugyi szolgaltatasi jarulék — HUF 12,300/month in 2026, ~$50 CAD)
  • Adam's TAJ status does NOT block Nathan's application — Nathan qualifies independently

TAJ After Returning to Canada

  • Formally, returning to foreign health insurance should be reported to NEAK, which suspends TAJ
  • If the address registration remains and no one deregisters, TAJ technically stays active — but this is a legal grey area
  • TAJ can be suspended and reactivated for future trips by filing a "Bejelento lap" with NEAK

If TAJ is too complex or the OHIP/double-insurance issue is a blocker, private travel insurance works for a 2–4 month stay.
